Short answer: Claude Code8.3 out of 10 (8.3/10) wins on our scores and is the best pick if you want to delegate whole tasks and review the diff. Cursor7.4 out of 10 (7.4) is the better choice if you want to stay in an editor and steer. Windsurf7.1 out of 10 (7.1) is the budget-friendly editor alternative, with the shakiest roadmap of the three.
This comparison is for developers choosing one primary AI coding tool. Scores come from the weighted rubric on our methodology page; no vendor influences them.

Claude Code: best for delegating whole tasks
Claude Code takes a task such as “fix this bug” or “add this feature”, reads the repository, edits across files, runs tests and iterates. It works next to any editor, so JetBrains and Vim users don’t have to switch. It is powered by Anthropic’s models: Opus 5 scored 96.0% on SWE-bench Verified, and Opus 5.5 (September 2026) is now the recommended default.
It has also moved toward autonomy. Anthropic made auto mode the default for Pro, Max and Team plans from August 14, so expect fewer permission prompts and review the diffs carefully.
Weaknesses:
- Usage limits. Heavy sessions burn through Pro quotas quickly. Anthropic trimmed weekly limits by about 17% on 14 September (still 25% above the pre-May baseline), and a proposed class action alleges Max multiples are overstated; no class has been certified.
- Not a pair programmer. The terminal workflow gives less moment-to-moment, in-editor assistance than Cursor.
- Metered API costs. API billing can climb on big codebases.
Cursor: best for staying in the loop
Cursor is a VS Code fork built around AI. Agent mode plans and executes multi-file changes, Tab predicts your next edit, and you can switch between Claude, Gemini and Cursor’s own Composer 2.5 models in one place. Because it is VS Code underneath, extensions and keybindings carry over, so switching costs little. Our full Cursor review covers it in depth.
Weaknesses:
- Credit-based billing. Pro is a monthly credit pool, and the June 2025 switch roughly halved usable frontier requests. That is why value scores 6/10. Cursor’s live pricing page now shows different tier names from our profile, so confirm current plans before you buy.
- Scope creep. Agent mode can edit files you didn’t intend; read every diff.
- Large repos and lock-in. Indexing degrades past roughly 500k lines, and JetBrains or Vim users must change editors.
- Ownership and model access. SpaceX completed its $60 billion acquisition of Anysphere on August 14. OpenAI then said it would end model access on November 12. Cursor’s CEO said OpenAI models were about 5% of traffic, so most users should notice little, but anyone relying on GPT models in Cursor needs a plan B.
Windsurf: cheaper editor, shakier foundations
Windsurf’s Cascade agent reads the whole repository and runs multi-step tasks across files and the terminal. Unlimited Tab autocomplete is included even on Free. Codemaps, which visualise entry points and data flow, are a feature the other two don’t ship. Cognition’s SWE-2 model arrived in September, though Cognition announced it for Devin first.
Weaknesses:
- Reliability (6/10). Cascade crashes in long Turbo Mode sessions are documented across 2026 changelogs and not fully resolved.
- Roadmap risk. Google hired the founding team, Cognition acquired the product, and it has shipped as Devin Desktop since June 2026.
- Pricing drift. Pro rose from $15 to $20/month in May 2026, and a March quota overhaul cut free-tier capacity for heavy users.
Which should you choose?
- If you want to hand off a task and review the result, choose Claude Code.
- If you want an agent inside an editor while you type, choose Cursor.
- If you live in JetBrains or Vim, choose Claude Code, which fits your editor.
- If you want a capable IDE agent and generous free autocomplete, try Windsurf’s free plan first.
- If you run agents all day, price Claude Code on a Max plan against Cursor Ultra or Windsurf Max before committing.
- If you are making a multi-year team commitment, weigh the ownership changes at Cursor (SpaceX) and Windsurf (Cognition).
- If none of these fits, see our best AI coding agents ranking or the Coding category.

Frequently asked questions
Is Claude Code better than Cursor?
On our scores, yes: 8.3 against 7.4, mainly on value and reliability. Capability is tied at 9/10. Claude Code suits delegating tasks; Cursor suits steering in an editor.
Is Windsurf cheaper than Cursor?
Both list a $20/month paid tier, so headline prices are similar. Windsurf’s edge is unlimited Tab autocomplete on its free plan. Windsurf scored 7 on value against Cursor’s 6.
Can I use Claude Code inside Cursor or Windsurf?
Claude Code runs in the terminal and has official VS Code and JetBrains integrations, so many developers use it alongside an editor. Check each vendor’s docs for the exact setup.
Which is most reliable?
Claude Code and Cursor score 8 and 7; Windsurf scores 6 because of documented Cascade crashes in long sessions.
Are these tools safe to depend on given the acquisitions?
Cursor and Windsurf both changed owners in 2026, which adds roadmap and pricing uncertainty. Published pricing at Windsurf has already moved, and Cursor loses OpenAI model access on November 12. Anthropic still owns and develops Claude Code.
